The evaluation will focus on different levels of outcomes, extending from long-term to intermediate and short-term outcomes, for both accountability and learning purposes. Many operational objectives will guide the evaluation, including:
- Assessing and evaluating the project's progress toward achieving the outcome specified in the project document;
- Assess the relevance, sustainability, effectiveness and efficiency of the interventions;
- Identify challenges in project implementation and make recommendations on how to move forward;
- Review the cost-effectiveness and efficiency of the Japan Recovery Project;
- Document key lessons learned, best practices and propose recommendations.
