Ex Post Evaluation of UNICEF Education and Child Protection Programmes in Libya in 2017

The United Nations Children’s Fund (UNICEF) Programme in Libya grew significantly from 2014 against the background of the 2011 revolution that toppled the previous regime. The Programme changed significantly from an upstream technical assistance Programme to a service delivery Programme. By 2017, the budget had grown to US10.2 million. UNICEF identified its objectives in the 2017 Humanitarian Needs Overview as the (a) provision of life-saving health care and essential medicines, (b) Protection of the most vulnerable groups including women, children on the move and (c) access to essential goods and services including water, sanitation, food, shelter and education as the key focus sectors for humanitarian assistance. In these circumstances, UNICEF has commissioned a limited Evaluation of its humanitarian action project in 2017-2018 focused on two main areas: (a) Child Protection through the provision of psychosocial support, advocacy, coordination and engagement of municipalities to prevent and respond to grave violations of children’s and women’s rights; and (b) Education through the provision of non-formal education, recreational activities and essential teaching and learning materials and the support to pre-school education and inclusive education for children with disabilities in Benghazi.
